Well, that would be my conclusion!
OTOH, I just dug out my copy of Ayoob's STRESSFIRE book. In it, he
says, "NYPD had gone from a mediocre batting average in street combat
shootings, to a ratio of eleven dead criminals for every murdered cop:
they attributed this largely to having switched, in 1970, to the simple
Turret Technique. LAPD, with an even higher officer survival ratio,
also uses the Turret."
Apparently, they consider this "Officer Survival Ratio" to be more
significant than "Number of Shots Fired/Number of Hits".
