  PRCP.INF is part of the 1.3 OS/2 Developers' Toolkit, which was for
  16-bit OS/2.  The only use that it has these days is for programmers who
  wish to use the KBD, MOU, or VIO subsystems in text-mode programs.

  Since you are obviously developing for the OS/2 2.x/3.x API (from the
  comment about the various types of semaphores) you need to consult
  version 2.0 or 3.0 of the OS/2 Developers' Toolkit.

  This is *especially* true when it comes to semaphores, because the
  semaphore API was completely rejiggered several years ago.

  Get hold of the 2.0 or 3.0 Toolkit, and read the description for the
  HSEM parameter to DosAsyncTimer, which states amongst other things that
  "this handle must be the handle to a shared event semaphore".
