 Why is it the responsibility of the Feds to see to it that this
 individual gets treatment? why shouldn't he be forced by his
 circumstances to face his responsibility. Point being, this smokers
 actions got him into his mess, he can get himself out of it. If a
 private sector charity wishes to help him out, fine, but leave the
 government out of it!
