IOPL access is considered obsolete, and IBM wanted to discourage its use
from 32-bit programs in order to promote portability to OS/2 for the Power
PC and other non-Intel platforms.  However, the real problem is that 32-bit
programs are almost always written in "flat" model, where all
code is mapped by a single selector in the LDT.
