I don't think that is entirely true.

As for the part of not allowing usres and echomail traffic during ZMH, I
think you are right. The justification for those restrictions are gone and
so no one bothers any more.

As for the obligation to have a maier on-line durimnt that period, I say
the justification is still there and many people actually do care.

One of the strong points of FidoNet has always been that it is basically a
peer to peer network and that contacts can be made directly. Outside of
snooping eyes and below the rader of governmental institutIons. Our Russian
friends should appriciate that as FidoNet technology was used during the
RuSsian times of difficulty.
