It's been a while since I ran Fmail myself, so you may wat to take my
advice with a grain (or two) of salt.. I mostly just popped in to say hi.

I think 

111:* EXCEPT 111:7045/* via 111:7000/0

will do what you want.. but.. I don't have a copy of fmail running here to
try it out in the real world..
