You're doing something wrong. I've got an application that I wrote
for another company that has the menus locked down nice and tight. There's
only one menu option and it's got two options under it ... print and quit.

However, I've got to warn you that there's a hole in Access 2's
security that'll allow people to get into the code. I don't know what all
your aims are here, but I figured I'd better mention it.

You loading the custom menus on startup of the database (AUTOEXEC
macro)? By the time a user can start using menus, they shouldn't have
anything but your custom menu up there.
