Does your modem retrain upwards after a couple of seconds?
My ISP is over 100 miles away and I do get 31.2's with him, and when I get 
less than a 28.8 connect it does shift up fairly quickly. I've yet to see a 
28.8 connect shift up to something higher though. (unfortunately).... I'm 
beginning to wonder if it's not a problem with the ROM....
