OK, what is size of "small group"? In practice of Zone2 -
smallest region have 1 sysop. You want splitting R50 to 2000 regions? :-)

More rights - split to groups near 100 sysops, and summary other regions to
analogue count (for example - nord Europe, central Europe and so on).
