Just use DosOpen, DosRead, DosWrite, DosClose as you would with a regular
file (Unix speak). You can use DosOpen with com3 as parameter and then
DosDevIOCtl with the handle you got back to set baudrate etc.

Have a look at the control program reference and perhaps the binkley source
(but the available 2.50 source is 16 bit api). You might want to get Paul
Edwards 32-bit-port of Binkley 2.50.
