I'm surprised by that.

My phone company bought my cable company (which was a precident in
North America - we did it first). It's a monopoly but its rates are
controlled by the CRTC (previously the federal Canadian Radio and
Television Commission, now the Canadian Radio-television and
Telecommunications Commission).
