Before referendum our RC wrote about this variants - at victory of variant
"creation" all voices from smaller number variants of creation
will be added on, so sysops know it.

Not only my - this is interpretation our RC. And our sysops were not
indignant when the result has been published and informed, that the
application for creation of a zone is sent to IC.
