Don't be so sure.  Check out TSERVE10.ZIP on the hobbes ftp site. 
TSERVE opens a port and passes it to PPP or Maximus (don't know what
the other options are.  I've also heard that it came through the
fidonet file distribution recently.  Check out this program.  It may do
what you want, or it may give you some ideas for your own.  In my case,
it gave me both.
