The charactor that Spiner played was a regular charactor, although the "real" 
charactor was only a re-occuring role.. remember that Frake's charactor had 
his right hand man assigned to watch over the baby.. and that charactor's 
true persona was the one played by Spiner's voice overs.
 
And if someone hasn't watched the series.. don't try to figure this out. ;)
