I was ask you last year and have no your answer for now - what document
list (have) this? Is not exist FTS discribe it! So - all of this is you
private opinion, not true (not law). Every zone may have all regional
slots, not only 10!

It is a pity, but as I and wrote it here - ignorance of internal our
circumstances has caused acceptance of the incorrect (unreasoned) decision.
I already specified here percent of sysops which at us in general
participate in a public life (vote), and according to it this interrogation
was quite representative.

Precisely also your misunderstanding of summation of voices of different
variants - actually this all for one and too speaks also, and a principle
of the internal organization of a zone at us already were is developed and
told that "the minority will obey to the majority" (democracy).

Therefore the result of a referendum was you (ZCC) absolutely incorrectly
is interpreted - actually our region has voted for creation of the zone. If
to you not enough my personal opinion (as I am not the official) that the
fact of a direction to IC results of interrogation from our RC already
should tell about an official position of region (but I think that he read
this echo and can write about this).
