"Marketing" claims of "dynamic" and "turbo"
on flyers and in
advertisements is to be expected (and ignored). The tendency
seems to be to never get around to telling the truth, not even
in the documentation included with new hardware. It's not
supposed to be _my_ job to test and qualify all the claims
salespeople make. 

Let's suppose I'm trying to assemble a 'white box' for myself
or a friend who wants to do graphics and I really do need the
speed. Trying to estimate how far up the money tree to climb to
get to the required processing power is difficult when you know
you are being lied to but not by what margin. 

Mismatching memory to drive speeds (throughput) or getting a
video card that 'borrows' system memory could be weak links in
the chain. All the money spent on the rest of the hardware goes
in the dumper because of a mismatched part. 

With unlimited amounts of money and time I guess "who cares" is
the proper response. If you have one shot at this and no
bankroll to replace your mistakes it becomes important to know
what the hardware _really_ can do.
