Adults too, or just children? I can see enforcing it on kiddies, but not 
adults. 
Please don't get me wrong; I ALWAYS wear a helmet on my bike and a seat 
belt in my car, but I don't think it is the state's business if a person 
wants to kill himself.
I have a prayer I periodically recite: God protect us from those who are 
trying to protect us.
