AND ... not even 1/3 of the eligible voters are required to cast a vote in
order for there to still be a majority counted.

Simply counted by "votes cast", supporting the idea that those
eligible to vote who don't vote simply lose their voice on it.

That blows the whole "not enough people were involved to make the
referendum official" idea right out of the box.
