Right, so if I have a program that is multi-threaded and uses 100
simultaneous threads to search for some open port on a range of IP
addresses, the first 11 empty IP's are going to trigger this limit, in fact
just trying to fire off the whole 100 threads is probably going to trigger
it.

Why have a multithreaded program if you can't use it?
