I've always asked 2 or 3 trusted people to come-up with the
election-framework and guidelines. This has worked very well every time.
There is no timeframe. When I ran the last time I publicly said not to be
making any statements anymore about term-lengths and if people didn't like
that they merely had to vote for another candidate.
BTW, just some thoughts on a "1 sysop 1 vote" style election. If
R50 got such a small turn-out for that Region/Zone-poll it is unlikely it
could successfully push an R50-candidate if not more people become involved
in the voting. Do not think this is a done-deal from the start.

Everything in life must come to an end ... I don't need Fido to keep as
friends those that I discovered in the net. Eventually someone else will
come, some will cheer it, that person will apply some changes and
subsequently will be hated for it.
The circle of life ...
