 First of all do not confuse Borland C++ with Turbo C++.
 Turbo C++ 3.0 for dos is a hobbyist/low budget package.
 Borland C++ is more of a professional package.  It costs
 about 4 times as much as Turbo C++.
 To answer you question, Turbo C++ 3.0 and Borland C++ 3.1
 were the last C++ packages to have the DOS IDE.  You can
 still purchase Turbo C++ 3.0, but you may have to look
 around for Borland 3.1.
