Thats true.  I hadnt thought about that.  Could be he was using segment
files ¨in some way and had a complete nodelist up to date elsewhere.

Seems not now?  Not sure though.  They may have a few 'stick in the mud'
NC's ¨who wont take an ION.  If so, they'd need an alternative location or
net for ¨them.  R13 was different back then.  My biggest problem was them
refusing to ¨nodelist as ION's for fear that someone would yank them out of
their local nets ¨and they didnt want to move, so they hid as PVT systems
and refused to show the ¨ION data.  When a new node with ION needs cropped
up and needed a home, we'd ¨almost have a cat-fight over who would get to
have them .  Normally 5-8 NC's ¨would all be hopping up and down
'me me!  Give'em to me!'.

By 'preference' I put them in their local net if their local net could
support ¨them (most could unless it was a really oddball protocol needed). 
I'd vary ¨that though if they had a desire to locate in some other net or
even region. ¨(if another region, I assisted by asking the RC/NC combo
there if they would ¨like the node to join there and that they had my
approval.  Kinda odd but over ¨time folks got used to me being a bit odd
about that).  I'd say 90% wanted to ¨be in their local geographical net. 
Some 7% needed another net in R13, and ¨about 3% wanted to be in a net
outside the region (usually R10 or R12).
