Of course this is only my opinion (IMHO)!

Central government is near you - in Belgium, but it is not substitution
(local) country governments.

Phonecalls - I know that exist many providers for phone calls, and call by
its have very low cost (call to another country have low price then call in
local city - situation in the Koeln, Germany)!

Forced mergers are incorect! Only across admonition (to convince).
