yes. we all know this since 1988. and? first IBM said they will implement a
workaround as the implemented OS/ 2.0, then they said "no, with
WARP3", and with WARP 4 they shipped a way to kill misbehaved
applications. 

this feature is not important enough for IBM. 

when YOU write an application, then simple write it accoring to the 10ms rule.
