No it has NOT always been. Bj”rn's rules merely stated that postings should be
by sysops - his rules do not deny read access to non-sysops - both for FN_SYSOP
and for FIDO_SYSOP.

I have considered the detail you mention and cannot see any practical reason
for it. I fail to see how your "one detail" improves our network or enhances
its reason for being (chatting among interested parties).
I consider that one detail adds nothing to Fidonet and its communication. That
one detail is null and void.
As for mentioning the settings at my system - I must include that rider - I
have no say in the set-up/access rights at your system - just as you have none
at mine.
