That aspect of the London, and other cities areas, pollution  
controls was only a small part of the "controls".  The major part  
was the de-commissioning of the city coal-fired power stations  
and building fresh, all coal-fired at that time, power stations  
out in rural areas.

Thus, in the establishing of what's known as the National Grid,  
the pollution was shifted out into the countryside and spread on  
a more "equible basis".

Even though many rural areas then started suffering from "Smog"  
problems, little-to-no clean-up action was taken by the power  
stations until complaints were made by Scandinavian countries  
etc. about the Acid Rain problems they were having due to our  
U.K. "pollution control" arrangements.
