Sure, but it depends on whether you're looking to stop ONE user from 
uploading or all of them.  If you simply don't want ANY uploads and you have:
    File_Upload                             Limited "Upload (send)"
in MENUS.CTL, then change it to:
    File_Upload                           Limited/U "Upload (send)"
or use whatever key you'd like.  In this case a user would have to have the 
"U" key to have upload ability.  You could, of course, give any individual 
the key if you wish.
