RED FLAG!
This is really a rotten situation. I would insist on dealing directly 
with the teacher. This way, you could see if it was the same teacher 
each time. Then, you could ask the teacher if they saw the "misbehavior" 
or was it merely reported to them by one of the other kids. You could 
also find out if the other kid had any culpable behavior and what was 
done to them.
If your child was provoked, as is often the case, you could also find 
out what steps are being taken to prevent that from happening again.
It is a very bad situation and I do not like it one bit. It is designed 
to keep parents in the dark, and allow bad management practices to go 
unchallenged.
