  Nonsense. Flat rate also means the more you make the more you pay.  
Besides it ain't gonna happen because what do you do with tax-free 
munies? If they remain taxfree, I quit work, put everything into munies 
and go to the Turks and Caicos Islands for 6 months. If they aren't tax 
free and localities can no longer get cut rate rates, well lets just say 
the Congresscritters won't let it happen.
