Well, most of the toolbars are hidden by default.

And you don't have to make it hidden.  There could easily be an option that
forces the selected toolbars to remain visible (just like the option which lets
you display "recently used" menu items versus showing the
complete list of menu
items).

Interestingly enough, I always choose to see all items because when I want to
select, I want to see all options but (as I'm suggesting here) when I'm not
choosing a menu item, I want it "hidden" and out of the way until
I needed it
again.
