That was my understanding as well.

Frankly, I can't see any point myself, as Austel modems are supposed to
have more than adequate line isolation from the accidental application of
mains anyway.  Ergo, if the modem is isolated properly, the PC becomes
irrelevant.  However, knowing bureaucracies as we do...
