Nobody is talking about excluding anyone from chat echos.

If one is not a sysop however, one should not be posting or reading a sysop
echo. Makes sense to me...

There's your problem.. echomail is not a part Fidonet. It's outside fidonet,
these days you might call it an "addon".  People can get a node number by just
passing a netmail to his NC/RC whoever with no echomail setup at all.
