For a long time I believed the same thing. However, I recently
obtained a newer version of AVScan from the author's net site where
it was posted as AVSCAN.ZIP. I renamed it to include the version
number in emulation of earlier versions I've gotten on BBSs:
AVSCN374.ZIP -- the three files within are all datestamped 09/19/97.
Unlike the previous AVScan archives I've seen, this one was AV
stamped and had a comment, viz:
AVScan 3.74 (Freeware Scanner from Germany)
I had never seen anything explicitly indicating this program was
FreeWare. I grant you that it is not nearly so well regarded as
F-Prot (which is my mainstay) and the others you mentioned.
The archive does not contain a FILE_ID.DIZ. My description is:
AVScan v3.74: FreeWare Antivirus scanner from
Germany. Commercial ver available;H+BEDV GmbH
AVSCAN /? for list of command line parameters

I've uploaded this 517 Kbyte file to ExecNet and Channel1.
The very minimal documentation supplied states:
AVScan is based on the algorithm behind AntiVir IV....
This algorithm is the engine within AVScan and used within AntiVir
IV. AntiVir IV is a German product and available in German only.
Please don't ask about an English version....
Thus, while there is a commercial version, its utility for English
speakers is obviously less than terrific.
