The mouse freezes?!? Ouch! I don't think WathcDog can help you then...
My experience with OS/2 is that as long as the mouse works, you know
that at least a part of the system still works, especially background
programs like WatchDog, even if the PM hangs. But if the mouse
freezes, then either you pulled your mouse cable too hard :) or the
system is totally, completely and utterly dead. The mouse is one of
  the last things to go...

But these deaths are EXTREMELY rare events, infact if it's really an
OS bug then it would probably turn up as a trap... I would strongly
suspect your hardware if I were you. Check the cabling of your
motherboard and hard disks, and maybe you have failing RAM modules or
  something.

The best way to diagnose this is to run your existing setup on a
different machine, and see if it hangs there.

WatchDog works by setting up a PM timer and waiting for messages from
it. If the PM locks for some reason, it will stop sending or receiving
any messages, so this program just waits a while to see if it will
come back up, and if it doesn't, it just reboots your machine... but
this presumes that only the PM is hung, while the rest of the
processes work. In your case I think it's a total lockup, so even
WatchDog won't get a chance to do its thing.

  Anyway, give it a try!
