Just go down to a bookstore and look at the "teach yourself c++ in 21
days" some of the books are really good.

Try the EMX runtime. Its an OS/2 port of the linux gnu compiler. It's free.

Also the EPM editor is a pretty good code writer. Just open a source file
that start with a C comment.
