I am not as dogmatic about legal immigration, but would like to find some
way to control illegal immigration from impoverished countries, such as
Mexico where they are not being held prisoner within their own borders.

Cuba, OTOH, I would be a little more lax with as it is impossible to have a
flood of immigrants given their circumstances. I would readdress that
stance if and when their form of government changes and they are free to
come and go as they please. At that point, the need for asylum would no
longer exist.
