I agree.  Having a second language is great but the primary one of the land
you live in shouldnt be optional for citizenship.

When I got to Japan, we rapidly learned such common terms as were needed to
get by but I'd never even consider asking for Japanese citizenship without
speaking the language (and I might add, it's not optional here nor should
it be).

Clearances would make that a little problematic.  Aso, Officers have to be
US citizens so if he wasnt yet, he'd not be eligible to join.

It was a 'sink or swim' time for all then.  Welfare abuse was nominal
because it wasnt really available that same way til around 1970 and later
right?
