IBM never will change the situation with SIQ. Instead, they provide a patch
in Warp 4 (and Warp 3, beginning with Fixpak #17) that can help in some
(very few) situations when the user interface locks. It's not a solution at
all but I think the reason for it is the compatibility: some applications
may malfunction if the SIQ will be replaced with multiple queues. Fixpak
#17 already broke the functionality of some apps, including MS Word for
OS/2 and File Manager from OS/2 v 1.x.

There's no simple way to rewrite one of Presentation Manager DLL. Beginning
with Warp 3.0, almost all PM DLLs were incorporated in PMMERGE.DLL (compare
the PMWIN.DLL in Warp 3 or 4 with the one from OS/2 2.1). Not only it's
many times smaller but it also doesn't reference anything but PMMERGE.DLL.
In other words, these DLLs are _stubs_.
