RESIDENTS OF CALIFORNIA -- URGENT ACTION REQUESTED
As you know, on November 5, California's Proposition 215 was passed by
56% of the voters. This allows patients with a doctor's recommendation
to use marijuana for medical purposes. Since the passage of the
proposition, Drug Czar Barry McCaffrey and other members of the 
Clinton administration have tried to block the implementation of the new
law by threatening federal sanctions against physicians who recommend
marijuana to their patients.
U.S. Representative George Brown (D-California) has circulated a letter
to the other 51 California House members urging them to join him in
sending a letter to President Clinton asking him to refrain from
imposing federal penalties on California physicians.  Thus far, five
have signed on:
  - U.S. Rep. Tom Campbell (R)
  - U.S. Rep. Ron Dellums (D)
  - U.S. Rep. Nancy Pelosi (D)
  - U.S. Rep. Pete Stark (D)
  - U.S. Rep. Henry Waxman (D)
If you live in one of the other 46 House districts in California, please
immediately fax a short letter to your U.S. representative making the
following three points:
  - "I understand that Rep. George Brown has circulated a letter to 
     the California congressional delegation that asks you to sign on 
     to a letter to President Clinton which asks him to refrain from 
     imposing federal penalties on California physicians who recommend 
     marijuana to their patients."
  - "The recent actions of the Clinton administration are an attempt 
     to subvert the will of California voters -- and completely 
     violate the constitutional right of states to implement their own 
     sensible policies."
  - "Please call Rep. George Brown's office and tell him that you will 
     sign on to his letter to President Clinton.  Thank you for your 
     prompt attention to this matter."
