I understand what you're talking about. If the document you're asking for
isn't available or is non-existent, your region can re-write it to fit
your situation and present it to the ZCC, who may or may not approve it.

If approved, especially if Z6 is going down for good, there are region
numbers in that zone that can be used in your region. I can see that your
region could use 4 or 5 (maybe even all 10) of Z6's regions and accomplish
what you want. Nothing in the nodelist really changes for the sysops
accept their net number.
