No. Not video output. It is still based purely on the application
priority (dynamicly adjusted or absolute). Since all the "drawing" you
are witnessing is through PM, it is a PM behaviour you are observing,
not an artifact of "video boost".
You have too many interacting variables involved to be drawing the
above conclusions.
