  I've repeated the quote above so there is no mistake about what is written.

  It says nothing about percent.  The only "10" units it could
refer to are 
whatever was mentioned in context- kilometres per hour.
  So, if you were doing say the minimum specified measureable speed, 50Km/h, 
your speedo is allowed to read no more than 10 less than this: 40Km/h.

  As I may have mentioned in this thread, I heard from a mate who heard it from 
his cop mate, they set their radars at 10% + 2Km/h.  He didn't say if this were 
a 'blanket' rule of thumb or an official setting.

  However, if this were the case, a 60 zone would be patrolled at 68.  I have 
never heard anyone being booked at 60anything in a 60 zone, I have only heard 
of people being booked at 70 and above.  This indicates they do indeed go off 
the ADR specs.

  This makes much more sense, because official documents are presentable in 
court, "I read about it on the internet so it must be true",
"rules of thumb" 
and "hearsay" are not.
