 There is a product called "Rubber Renue" is is made by MG Chemicals. I
get mine at Fry's but I am sure it is avaialble elsewhere. It is
specificly designed to clean Rubber parts. Works great on slipping feed
rollers ect. And should do what you want on the Mouse balls. 
ONE caution about the replies you might get. DO not let Anyone convince
you to use Rubbing Alcohol or something like that. They will appear to
work for a while but will really deterate the rubber until the part
becomes unusable.
