The FIDO_SYSOP echo is a general chat echo open to all, not
limited to any particular group of individuals.  All participants
have read/write access, otherwise they would not be participants.
Nobody needs a sysop to tell them that.

You are welcome to limit your own participation to sysops only.
But that does not mean that anybody else should be forced to do
the same.
