If you start at http://www.developer.ibm.com and go through the registration
process, you should be able to download the 4.0 toolkit for free. [Assuming
the phase of the moon is right, no black cats have crossed your path
recently, etc., etc. Some of the IBM Web sites are real crapshoots for
downloads.]
