other system parts set the watchdog timer to a timeout value, whenever they
are activated.

so: when just the cli. jmp 0; loop is running, noone will reset the timer
and sometime (after the timeout value set) an interrupt is generated.

but in normal code the value is resetted continousl and so never goes to 0.
