I've been in Fidonet now for close to 20 years and I've never seen such a
document. Most likely the thought existed in the minds of the founding
fathers, but these people lived in a one-country environment and had no
idea whatso-ever about telco-operations in multi-country environments such
as Europe with high international dialing-costs which voided the idea of
just 10 regions only ...
 
I wonder, how can one ignore something of which we don't know it exists?
