No-one. They'll be shooting at their own foot if they do. The whole
existence of Windows depends on software being developed on it, you just
can't make that difficult. I think it's just poorly written legal schmegal
- the way I read it is *if* you sign their agreement and then use *their*
stuff in weird ways, they can jump on it.

If I were to build a product using a 3rd party ribbon, and someone from MS
contacted me and told me to do it their way, I'd simply just drop the whole
ribbon thing.
