Poverty might be one reason.  Not extreme poverty third-world
style but a lack of funds to spend on a 'hobby'?

For some it is the challenge to experience the Internet as it
_was_ at one time.  For others it's a puzzle to solve and a
distraction from everyday life.

fwiw: If you have a need to download many large files from FTP
servers DOS FTP is as fast as your system hardware will allow
with no interprocess sharing of the CPU during the downloads.

I suspect they initiate the authentication as the newer MSCHAP
then 'fallback' to standard. Problem is my software has time
limits and is unaware of 'fallback/restart' etc. functions
required for this. 

A short com file to send a refusal to do MSCHAP prior to
execution of standard PPP might work but I've not seen such a
beastie. :-) 

This smells like another potential project to rewrite those
DOS apps where source code is available to refuse the MSCHAP
and wait to initiate the 'standard' or to add code to _do_ the
MSCHAP?
