P4 requires the vote come from the RC's. Thats been an issue in more than
just ¨Z2. Z1 had an election for Z1C which went by RC vote with each
region self ¨determining how they would cast their input. Some did NC vote
to RC, some did ¨'all sysops vote equally' and some didnt tell anyone what
they did but may have ¨just cast with only a bit of discussion. I was
trying to get it to be ¨sysop-wide but a few RC's refused to play and
insisted it be done in accordance ¨with P4.
Grin, I was coordinator of the fiasco so my own region had to have a stand
in ¨to vote for me (RC13) who also collected the region vote. I think that
was ¨David Calafrancesco but it's been a very long time and I may not be
remembering ¨correctly.
